We ignore the E x = 2141 E_{x}=2141 keV Mccutchan 2018 state in our analysis as it overlaps with a J π = 5 − J^{\pi}=5^{-} state at 2140 keV. Our measured angular distribution for this peak is consistent with a L = 5 L=5 transfer, implying that the 0 + 0^{+} state is weakly populated
