In this Letter of Intent (LOI) we propose the construction of MATHUSLA (MAssive Timing Hodoscope for Ultra-Stable neutraL pArticles), a dedicated large-volume displaced vertex detector for the HL-LHC on the surface above ATLAS or CMS.
