We propose a relativistic model of dark matter reproducing at once the concordance cosmological model $\Lambda$-Cold-Dark-Matter ($\Lambda$-CDM) at cosmological scales, and the phenomenology of the modified Newtonian dynamics (MOND) at galactic scales.
