In this paper, we describe the International Pulsar Timing Array second data release, which includes recent pulsar timing data obtained by three regional consortia: the European Pulsar Timing Array, the North American Nanohertz Observatory for Gravitational Waves, and the Parkes Pulsar Timing Array.
