We propose a branch-and-bound algorithm for minimizing a bilinear functional of the form \[ f(X,Y) = \mathrm{tr}((X\otimes Y)Q)+\mathrm{tr}(AX)+\mathrm{tr}(BY) , \] of pairs of Hermitian matrices $(X,Y)$ restricted by joint semidefinite programming constraints.
