If finite but tiny masses of the three active neutrinos are generated via the canonical seesaw mechanism with three heavy sterile neutrinos, the 3\times 3 Pontecorvo-Maki-Nakagawa-Sakata neutrino mixing matrix V will not be exactly unitary.
