We propose a formalism for counting the microstates of a class of three-dimensional black holes which are not asymptotically AdS.

• The formalism rests on the invariance of a dual field theory under a generalized modular transformation and is extended to Rindler horizons by a singular limit.
• We also obtain logarithmic corrections.
