The (guiding-center) "Hall viscosity" is a fundamental tensor property of incompressible ``Hall fluids'' exhibiting the fractional quantum Hall effect; it determines the stress induced by a non-uniform electric field, and the intrinsic dipole moment on (unreconstructed) edges.
