We show that charge noise $S_Q$ in Josephson qubits can be produced by fluctuating two level systems (TLS) with electric dipole moments in the substrate using a flat density of states.

The relaxation absorption loss at HF is given by tan δ R E L ≃ π p 2 P 0 / ( 3 ϵ ′ ) × a ( π k B T ) 3 / ( 12 ω ) \tan\delta_{REL}\simeq\pi p^{2}P_{0}/(3\epsilon^{\prime})\times a(\pi k_{B}T)^{3}/(12\omega) . We found that tan δ R E L tan δ R E S ≃ 5 × 10 − 6 \frac{\tan\delta_{REL}}{\tan\delta_{RES}}\simeq 5\times 10^{-6} for J ≪ J c J\ll J_{c} and ≃ 2 × 10 − 2 \simeq 2\times 10^{-2} for J ≫ J c J\gg J_{c} at 0.1 0.1 K and 10 10 GHz
